Abstract
Rwanda's enhanced Nationally Determined Contribution, submitted under the Paris Agreement, sets a 53% economy-wide emissions reduction target by 2035 against business-as-usual and places adaptation at its core across nine priority sectors: water resources, agriculture, land and forestry, urbanization and human settlements, health, transport, mining, water sanitation and hygiene, and cross-cutting areas. It introduces a dedicated loss-and-damage response mechanism and estimates total implementation costs through 2035 at USD 12 billion.
